Opening a business in Troutdale? Here’s what you’ll need to know.
Anyone doing business within the city limits of Troutdale must obtain a City of Troutdale business license. There are three types of licenses — all of which use the same application form — as well as supplemental forms and applications you’ll need to complete, depending on the type of business you are operating.

The primary purpose of licensing requirements are to regulate businesses in order to promote the health, safety and welfare of the public. Licensing helps ensure that all new business activities are conducted in compliance with applicable laws and ordinances. Licensing also allows the City to maintain an inventory of existing businesses operating and doing business within its limits. This inventory allows the City to ensure, through inspection, enforcement and other regulatory measures, that such business activities continue to comply with applicable laws and ordinances. The licensing fee required is necessary to finance and provide for licensing and regulation.

We have a single license application for all three business types: Standard (commercial), Home Occupation, and Street Side Sales (temporary 60-day license). Also included is a brochure explaining the regulations for Home Occupations and Street Side Sales businesses.
With some occupations, owners will need to submit an additional form along with their application: for soliciting, Rental Property ownership, Amusement Devices, Change of Address (for existing commercial businesses operating within the City), and Affidavit for Landscape Maintenance.
