Landscape/Lawn Maintenance Service Exemption
Agreement
As a condition of receiving a compost certification I, the undersigned, have
read all the enclosed materials and hereby acknowledge and agree to the following:
1. The landscape and/or yard maintenance company must be approved
by the City and meet the following requirements:
a. The landscape and/or yard maintenance company
must dispose of yard debris at a yard debris recycling facility.
b. Landscape and yard maintenance companies located
in the City of Troutdale must have a license from the City of Troutdale.
Those companies located outside Troutdale, but working in the City,
may have EITHER a Troutdale business license OR a Metro business license.
2. If the landscape and/or yard maintenance firm disposes of
yard debris at a location other than a yard debris recycling facility,
the company will be removed from the list of approved landscape and/or
yard maintenance companies.
3. If the landscape and/or yard maintenance company is removed
from the approved list, customers receiving a yard debris exemption will
receive a notice from the City. The customer will have two weeks from
the date of the notice to notify the City if they have contracted with
another approved firm.
4. If the customer quits using a landscape/lawn maintenance service,
then the City or the hauler should be notified within on week. Once notified
the hauler will reinstate the customer with full monthly service including
yard debris.
5. If the customer does not notify the City that they have contracted
with a new firm approved by the City, service will be fully reinstated.
This will include yard debris service.
6. The hauler will place the “WE COMPOST” decal on
my garbage can in such a way that it is visible from the street.
7. If yard debris is placed out for collection as part of the
yard debris recycling program, I understand that the charge for yard
debris will be added back onto the monthly solid waste bill and I cannot
apply for a Landscape/Lawn Maintenance Service Exemption for one year.
8. Yard debris SHALL NOT be placed in garbage cans. If yard debris
is found in the customer’s garbage can, the charge for yard debris
will be added back onto the monthly solid waste bill. The customer cannot
apply for a Yard Debris Landscape/Yard Maintenance Service Exemption
for one year.
9. Application processing fees are not refundable. I understand
that my application for exemption may be denied.
10. Once approved, the monthly rate I pay will be for garbage
only. The monthly rate I pay may be adjusted when rates are adjusted.
11. The Landscape/Yard Maintenance Service Exemption and credit
is not transferable to another customer or property.
