Utility Rates Increase July 1, 2011

Clean and abundant water, it’s something we tend to take for granted here in the Pacific Northwest. The City of Troutdale provides its water from wells and while we occasionally have some high mineral content, the overall quality of Troutdale’s water is excellent. In order to keep our supply adequate, reliable and current with all state and federal regulations, the cost of providing service for water, storm sewer and sanitary sewer has increased. An analysis of the operational costs associated with these systems has indicated the need for increased revenue. To fund these rising costs, the City recently determined that it is prudent to increase water, storm drainage and sanitary sewer fees beginning July 1, 2011. What does this mean to you as a customer?

  • The water rate is increased from $2.55 to $2.65 per 1,000 gallons used (4.0% increase). For a residential bill based on an average of 7,000 gallons per month this will be an increase of $0.70 per month or $8.40 per year.
  • The sanitary sewer rate is increased from $29.38 to $30.55 per equivalent residential unit (4.0% increase). For an average residential customer based on 1 Equivalent Residential Unit (ERU) this will be an increase of $1.17 per month or $14.04 per year. Commercial and industrial rates will increase proportionally according to their respective Equivalent Residential Units.
  • Storm sewer rate increases from $0.0013 to $0.0014 (7.7%) per thousand square feet of impervious surface. All single family residential customers are billed for storm sewer based on a standardized assumption of 2,700 square feet of impervious surface. For a single family residential customer the storm rate increases from $3.51 to $3.78 per month, an increase of $0.27 per month, or $3.24 per year. There is a $23.34 per month maximum for commercial and industrial users.


We will continue to find new ways to curb costs as with our energy efficiency study we are undertaking this year. It is our intent to continue to provide the best service at the lowest rate possible.
The new rates will be reflected on Customer bills received in early August for the month of July.
